I have been working in small organizations for the past 24 years. As Development Director at CAM INTERNET, which became Cooptel, and then at the management level for Ile sans fil, which evolved into ZAP, I've gained valuable experience. Together with our colleagues from other ZAPs (Montérégie, Estrie, Québec, and our region covering Montreal, Lanaudière, the Laurentians, and the Outaouais), we form the largest network of public and free Wi-Fi zones in Quebec. Here, more than anywhere else in the country, public managers are increasingly including Wi-Fi zones in their planning for community centers, sports facilities, cultural spaces, and even parks, campgrounds, commercial streets, and tourist areas.
While 24 or 15 years ago we were working to promote internet access, the discourse has evolved. We no longer talk about repairing the digital divide but rather about bridging the digital gap. It's no longer just a matter of economic accessibility (buying equipment, subscribing to a service) but also of knowledge and appropriation of software tools. We emphasize the depth and persistence of these inequalities. This transition reflects an evolution in our understanding of the challenges posed by digital technologies and the need to act to reduce these inequalities. Let's not forget that the digital gap has significant consequences for access to information, employment, and democratic participation.
The aim here, and over the coming months and months, is to promote the use of software that supports the work of managers and administrators of small organisations, both for-profit and not-for-profit, all of which have one thing in common: they can do a lot with very little.
